The Abu Dhabi Judicial Department (ADJD), in cooperation with the Department of Municipalities and Transport, recently launched the basic training qualification programme to obtain the capacity of judicial officer for the benefit of the third batch of Abu Dhabi Municipality inspectors, with the participation of 23 inspectors, as part of the efforts to develop the inspectors' capabilities and provide them with the necessary knowledge to carry out their duties in accordance with the specific legal controls and to contribute to the support and development of the activities and companies under their control.

The ADJD explained that the qualification programme delivered by the Abu Dhabi Judicial Academy (ADJA), to grant the capacity of judicial officer to municipal inspectors, aims to provide participants with comprehensive skills that will enable them apply the new legislative provisions aimed at ensuring sustainable development in the management of public facilities, through the proper application of administrative control concepts and the principles and provisions of the law.

Two basic rules have been introduced, the ADJD added, namely the obligation for judicial officers to take the oath after passing the basic programme and the issuance of the decision of His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister, Minister of Presidential Affairs and President of the Judicial Department of Abu Dhabi, granting them the status of judicial officers. The inspectors must also undergo continuous training of at least 20 hours per year to acquire the basic knowledge and skills that ensure the effective performance of their professional duties, so as to support the development of human resources as an objective and basis for achieving sustainable development, the same source said.

In details, the qualification programme, which will unfold over two months, and which is delivered by a distinguished panel of members of the judiciary and national and foreign experts, focuses on the definition, needs and objectives of judicial capacity which is distinct from administrative control, the sum of procedures, orders and decisions taken by administrative authorities, for the purpose of regulation and development of the municipal tool and preservation of the elements of public order, prevention of offences as part of their prevention and development role, which is the main task of the judicial officer in accordance with the new concepts prevailing in the Judicial Academy programmes in line with the vision of the Emirate of Abu Dhabi, to be the best place in the world for residence, investment and entrepreneurship.

The programme also addresses the concept of judicial capacity as a remedial and punitive function, which begins with the occurrence of the violation and includes all actions taken by the enforcement authorities from the commission of the violation to the issuance of the final decision regarding the violation, by investigating and tracing violations, after their occurrence, holding perpetrators responsible, collecting evidence to investigate with them, finding out their motives and referring them to the Public Prosecutor's Office or imposing administrative fines, with an emphasis on the role of restorative justice as one of the modern concepts of judicial capacity, and which is a stage of evaluation to improve the activities and services subject to regulation and control.
