The First Batch Completes the Basic Training to Obtain Judicial Officers Capacity

The Abu Dhabi Judicial Academy recently completed the first session held remotely for the year 2020 of the basic training programme aiming at granting the judicial officer capacity to Al Ain Municipality Department inspectors.

 

This programme is part of the Judicial Academy’s social responsibility in preparing specialised national professionals capable of achieving the vision of government agencies in the organisation of public and private entities under their supervision, and of ensuring the compliance of goods with the law in terms of quality in accordance with the regulatory standards in order to achieve sustainable control of the efficiency of the services provided, and achieve leadership for national institutions according to international best practices.

 

The Judicial Academy explained that the programme that was attended remotely by 39 inspectors from Al Ain Municipality, is based mainly on the regulations for qualification to obtain the judicial officer capacity as decided by His Highness Shaikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister, Minister of Presidential Affairs and President of the Abu Dhabi Judicial Department, and is part of Judicial Academy’s plan for the year 2020 which was approved by His Excellency Youssef Saeed Al Abri, Undersecretary of the ADJD and Chairman of the Board of Directors of the Judicial Academy.

 

The objectives of the programme, the ADJA added, are to prepare inspectors who are fully conversant with all aspects of the judicial and administrative and with the powers granted to judicial officers in accordance with the laws and regulations in force in the Emirate of Abu Dhabi, by developing the knowledge of Al Ain Municipality inspectors on the importance and role of the law as a tool for achieving sustainable development in public institutions, and to inculcate them the latest practices in the field of judicial officer capacity, and how to apply correct and proper procedures in a professional and legal manner so as to reduce the volume of violations. The programme also aims to strengthen the principles and foundations of control and inspection based on the latest training methodologies in different specialised fields approved in accordance with the best international practices, and linking their practical training to the reality of cases from the Public Prosecution.

 

It is worth noting that the training programme, which was launched on the electronic platform of the Judicial Academy on August 18, 2020; includes several axes including the “definition of judicial officer capacity”, “definition of criminal offence”, the “powers of judicial officers in the cases of flagrante delicto and cases thereof”, in addition to the definition of the elements of the offence of obstructing the inspection, control, judicial investigation, or of refraining from providing information to the competent authorities, and the extent of admissibility of reconciliation in crimes related to the capacity of judicial officer.

 

The programme also addressed the concept of judicial capacity as a therapeutic, punitive and corrective function, which includes all the measures taken by the judicial authorities from the moment the crime was committed until the final judgement is delivered, investigating crimes after they have been committed and bringing the perpetrators to justice.
